Elnur Rasulov was born on July 28, 1962, in the Balakan district of Azerbaijan. From 1980 to 1986, he studied at the Azimzade State Art School (currently Azimzade Art College), with an interruption from 1980 to 1982 due to military service. In 1986, he successfully completed the full course of study specializing in Drawing and Calligraphy Teaching.
He continued his education in 1987–1988 at the Tbilisi State Academy of Arts, specializing in painting. From 1988 to 1994, he pursued further studies at the Azerbaijan State University of Culture and Arts named after A. Huseynzade.
