Eynulla Baxsheliyev was born on August 28, 1982, in a family of intellectualsin Aghdam, Republic of Azerbaijan.
In 2006, he received his bachelors degree from the Faculty of International Law and International Relations at Baku State University. In 2013, he obtained a law degree from Kutafin Moscow State Law University. In 2022, he completed his masters degree in Law at the University of Justice under the Ministry of Justice of the Russian Federation.
To date, he is the author of 14 scientific articles published in national and international journals, as well as papers and theses included in the proceedings of national and international scientific conferences.
Since September 2023, he has been working as a lecturer at the Department of Philosophy, Western Caspian University.
