Bilal Alizade was born on September 1, 1958, in the village of Allar, Jalilabad district.
From 1976 to 1980, he studied at the Faculty of History of the present-day Azerbaijan State Pedagogical University. From 1987 to 1990, he pursued full-time doctoral studies (PhD) in Philosophy at Baku State University. In May 1990, he was awarded the academic degree of Doctor of Philosophy by the Specialized Academic Council of Baku State University for his dissertation on “Contradictions in the Improvement of the Vocational-Professional Structure of Production Collectives.”
In 2006, by the decision of the Higher Attestation Commission, he was awarded the academic title of Associate Professor.

To date, he is the author of more than 50 articles, methodological materials, and teaching programs. Two of his articles have been published abroad. He has participated in local and national academic conferences. He is also the author of the textbook Philosophy of History.

Since January 2024, he has been serving as the Head of the Department of Philosophy at Western Caspian University.
