Dean of the Faculty of Business and Local Governance, Associate Professor, PhD in Economics

Natig Sarhad Mirzayev was born on August 25, 1971, in the village of Girdani, Lankaran district. In 1988, he graduated from Girdani Village Secondary School and was admitted to the Moscow Agricultural Academy named after K.A.Timiryazev, specializing in the “Economics, organization and management of the Agro-Industrial Complex”. He graduated from the higher education institution in 1994 with a degree in economist-organizer. Since 1995, he has held various positions at Lankaran State University. In 2015, he successfully defended his dissertation on the topic “Increasing the Role of Entrepreneurial Entities in the Development of Grain Production” and was awarded the scientific degree PhD in Economics. In 2018, he earned the academic title of Associate Professor. Since 2024, he has been an Honorary Professor at Urgench RANCH Technology University (Uzbekistan). Currently, he is working on his doctoral dissertation titled “Directions for Increasing the Economic Efficiency and Social Responsibility of Entrepreneurship in the Agrarian Sector.” He is the author of 5 monographs, 1 textbook, 2 teaching aids, 2 methodological manuals, 11 course programs, and 138 articles and theses. His articles have been published in scientific journals in Poland, Russia, Turkey, Latvia, Lithuania, Belarus, Uzbekistan, Kazakhstan, and Ukraine. Many of his articles have been published in SCOPUS and Web of Science (WOS) indexed journals. He is a member of the editorial boards of several international scientific journals, including “Baltic Surveying” jointly established by universities in Poland, Latvia, and Lithuania; the International Journal of Advances in Business and Management Research (IJABMR) established by the Swami Vivekananda Global Academy (India); the International Journal on Recent Trends in Business and Tourism (IJRTBT) established by Lincoln University College (Malaysia); the journal “Вестник Самарского государственного экономического университета” of Samara State University of Economics (Russian Federation); and “Аграрні інновації” of the Institute of Climate-Oriented Agriculture of the National Academy of Agrarian Sciences of Ukraine. Currently, he serves as the Dean of the School of Business and Local Governance at Western Caspian University.

Professor, Doctor of Economic Sciences, Head of Tourism and Field Economy Department

Safar Hasan oglu Purhani was born on August 15, 1957, in Ganja (formerly Kirovabad), Azerbaijan. In 1974, he was admitted to the Azerbaijan Institute of Oil and Chemistry named after M. Azizbayov, majoring in "Automated Control Systems," and successfully graduated in 1979. In 1980, he was admitted to the postgraduate program of the same institute, which he completed in 1984. He holds a Doctor of Economic Sciences degree and is a professor. He is the author of more than 100 scientific articles, two monographs, a two-volume Explanatory Dictionary of Economic Terms, a concise version of the same dictionary, two textbooks, four teaching manuals, over 30 methodological guides, and around 40 course syllabi. He has been honored with Certificates of Honor from the Ministry of Education of Azerbaijan (1986, 2000), a commendation and monetary award from the Ministry of Education of the USSR (1987), and the “Distinguished Education Worker” badge of the Republic of Azerbaijan (2022). He currently serves as the Head of the Department of Tourism and Sectoral Economics at Western Caspian University.

Mustafayeva Gülnisə Əlisəfa qızı was born on June 14, 1959, in the city of Sumqayit. In 1976, she graduated from Secondary School No. 225. In the same year, she was admitted to the Faculty of Commodity Science at the Azerbaijan Institute of National Economy named after D. Bünyadzade and graduated with honors in 1980.From 1980 to 1985, she worked as a methodologist at the Scientific and Methodological Office of Azərittifaq. From 1985 to 1991, she was a teacher at the Baku Trade Technical School. In 1994, she held the position of assistant to the rector at the Azerbaijan Cooperation Institute. From 1994 to 2012, she worked as a senior lecturer.In 2009, she defended her PhD dissertation at the Azerbaijan National Academy of Sciences (ANAS) and earned the scientific degree of PhD in Economics. From 2012 to 2023, she served as the head of the Department of Marketing and Tourism at AKU (Azerbaijan Cooperation University).In 2019, she was awarded the title of Associate Professor by the Higher Attestation Commission under the President of the Republic of Azerbaijan. Since 2023, she has been an associate professor at the Department of Tourism and Regional Economy at Western Caspian University. PhD in Economics

  Rafiyev Aydin Agha-Ali oglu was born on April 29, 1958 in Baku. In 1975-1979, he graduated from the Finance and Statistics Faculty of the D. Bunyadzade Institute of National Economy and received the specialty of economist. From 1979 to 1985, he worked as a senior specialist in the operations and credit departments at the Azerbaijan Construction Bank.            From 1985 to 2001, he worked as a postgraduate student, teacher and senior teacher of the "Industrial Economics" department at the Polytechnic Institute named after Ch. Yildirim (formerly Technical University).            In 1989, he defended his scientific dissertation at the N.A. Voznesensky Institute of Finance and Economics in Leningrad (now St. Petersburg) and received the title of Candidate of Economic Sciences.   From 2001 to 2023, he worked as a senior lecturer in the departments of "Banking", "Financial Institutions" and "Theoretical Economics" at the Azerbaijan State University of Economics.            From 2023 to present, he has been working as a lecturer at the Department of “Operations Management and Marketing” at the Western Caspian University. He teaches classes in Azerbaijani and Russian.                 Aydin Rafiyev has participated and worked in trainings and seminars during his scientific and pedagogical activity:    -Training on financing agriculture within the framework of the Tasis program; - "Human Resources Management" course at the Institute of Management under the Cabinet of Ministers of the Republic of Azerbaijan; - Training on Financial Issues - Program Severen Trend Water, (Great Britain); - Training on “State Regulation of Investment Processes” at the Academy of Public Administration under the President of the Republic of Azerbaijan. Sevda Binyat gizi Mammadova was born on October 14, 1977, in Baku. She received her secondary education and later studied at the Azerbaijan University of Construction Engineers from 1994 to 1998, earning a bachelors degree with honors in "Economic Management" from the Faculty of Construction Economics. In 1998, she was admitted to the masters program at the Azerbaijan University of Architecture and Construction, Faculty of Construction Economics, and graduated with honors. She holds a Ph.D. in Economics and is the author of 110 scientific articles, 5 teaching manuals, 26 course syllabi, and 5 methodological guides. She is currently working as an adjunct lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

Rasim Javan oglu Abbasov was born on February 19, 1983, in Baku. From 1999 to 2004, he completed his bachelors degree in "Commerce" at Azerbaijan State University of Economics. In 2011, he was admitted to the masters program in "Commerce" at the same university and graduated with honors. In 2018, he defended his Ph.D. dissertation on the topic "State Regulation of Imports in the Agricultural Sector" in the specialty 5312.01 – Sectoral Economics. He is currently pursuing doctoral studies at the Agrarian Research Center under the Ministry of Agriculture of the Republic of Azerbaijan. He is the author of more than 20 scientific articles and 1 monograph. Since 2018, he has been working as a full-time lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

Ms. Khanım Aghayeva was born on October 2, 1984, in Baku, Azerbaijan. She graduated from secondary school in 2000. From 2000 to 2005, she studied at the Faculty of International Economic Relations at Western University, where she earned her bachelors degree. Between 2005 and 2007, she completed her masters degree in Finance at the Azerbaijan State University of Economics (UNEC). (Her thesis was titled: "Development Perspectives of the Insurance Market in Azerbaijan"). From 2014 to 2019, she was a PhD candidate at the Department of Industrial Economics at the Azerbaijan State University of Industry. Since 2007, she has been involved in pedagogical activities. Ph.D. in Economics, Senior Lecturer Kamala Seyfulla gizi Dadashova was born on September 10, 1974, in the village of Kurqaragashli, Salyan district. In 1993, she was admitted to the Faculty of Technology and Design at the Baku Institute of Commodity Research and Commerce. She graduated in 1997 with honors, earning a bachelors degree in "Standardization and Certification." In the same year, she entered the masters program in the same specialty and completed it with honors in 1999. In 2013, she defended her dissertation in the specialty 5312.01 – Sectoral Economics at the Dissertation Council D01.181 under the Institute of Economics of ANAS, earning the scientific degree of Doctor of Philosophy in Economics. She is the author of 90 scientific works, including 2 manuscripts, 1 monograph, 1 textbook, 1 teaching manual, 1 abstract, 1 methodological guide, 5 curricula, and 78 published scientific articles and theses. Most of her articles have been published in foreign journals, including those indexed in SCOPUS and EBSCO databases. She is currently working as an adjunct lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

Amirkhan Zahid oglu Pashayev was born on October 6, 1975, in the city of Bolnisi, Republic of Georgia. From 1991 to 1997, he received a full higher education at the Faculty of Accounting and Economics of the Azerbaijan State University of Economics. From 2013 to 2017, he pursued doctoral studies at the same university. His dissertation topic is: “Directions for Improving the Efficiency of Investments in Azerbaijans Transport Sector.” He is currently in the final stage before defending his dissertation. He is the author of more than 20 scientific articles and 1 methodological manual. At present, he works as a full-time lecturer at the Department of Tourism and Sectoral Economics of Western Caspian University.

Aynur Axundlu was born on May 8, 1999, in Baku, Azerbaijan. She received her Bachelors degree in Management from the Academy of Public Administration under the President of the Republic of Azerbaijan in 2020, and in 2022, she earned a Masters degree in Innovation and Project Management from Western Caspian University. Her professional career began in March 2020 at the Baku State Vocational Education Center for Technical and Technological Disciplines, where she initially served as a Personnel Inspector. In July of the same year, she was appointed as the Chief Specialist in the Department of Human Resources and Student Affairs at the same institution. Since September 2022, she has been working as a lecturer at Western Caspian University, first within the Department of Management, and later in the Department of Marketing and Management. As of September 2024, she is a doctoral researcher at the Department of Sectoral Economics at Western Caspian University. She is the author of eight academic course programs and has published numerous articles in both local and international scientific journals. Aynur Akhundlu holds national and international certificates in Human Resource Management, Project Management, Classroom Management, and other relevant fields. Currently, she delivers lectures at Western Caspian University on a range of contemporary subjects such as Ethics in Public Administration, Civil Service, Project Management, Creative and Innovation Management, Managerial Ethics, Anti-Crisis Management, Public Relations in Municipal Bodies, and Human Resource Management, using innovative and interactive teaching methods. Her research interests focus on the adaptation of globally recognized practices not yet implemented in Azerbaijan, particularly in the development of competitive human capital in the service sector.

A graduate of ADIU with American education and over 16 years of academic and practical experience. His practical expertise includes project evaluation, project and management accounting, creation of internal financial systems, and general management. Academically, he teaches more than 20 courses in business, general management, finance, and marketing. Currently, he is working on a new article on “Entrepreneurship and International Business Perspectives in Azerbaijan.” His previous publication in this field is titled “Development Prospects of the Education System in the Context of Tourism.”

He was born in Lankaran in 1993. He graduated from UNEC with honors and is currently pursuing a doctoral degree in economics at LSU. He has received additional education in political economy, philosophy, and psychology at local and foreign universities. He holds an international certificate in behavioral economics (Istanbul University) and economic (political) philosophy (Harvard (online) University). He has worked as a lecturer at several universities (Lankaran State University, Khazar University, Academy of the State Customs Committee, Azerbaijan University, Western University, UNEC). His main scientific interests include political economy, behavioral economics (economic psychology), institutional economics, political, philosophical, and ethical (moral) problems of international economics. He was an expert on “economic analysis and anti-corruption” at the Small and Medium Business Development Center (SMED) of the Ministry of Economy. He currently works as a scientific researcher at several universities and at the ESRI of the Ministry of Economy. Since 2017, he has worked as a professional trainer on economic, philosophical and psychological topics in various government and non-governmental organizations. He has completed international advanced training courses on political economy (Leiden University), political philosophy (Yale University), behavioral finance (Yale University), neuroeconomics (National Research University "Higher School of Economics"), macroeconomic analysis (IMF), universities and higher education policy (ADB Institute), anti-money laundering (AR MMX), anti-corruption (UNMCI), poverty and inequality (UN SDG Academy), combating human trafficking (Polaris Project), social psychology (Logos PNIM), business ethics and moral philosophy (University of Geneva), mainly in a distance format. He has been an expert on various projects of the Ministry of Science and Education, the Ministry of Economy, the State Customs Committee, the Ministry of Youth and Sports, the Youth Fund of the Republic of Azerbaijan, the State Employment Agency and the Youth Development and Career Centers. He has given scientific presentations at more than a hundred scientific seminars and conferences. He is the author of more than 10 scientific articles and theses published in local and international scientific journals. He is a member of the World Banks working group on Azerbaijan. He is also a researcher and deputy chairman of the Institute for Economic Analysis, an economic and political think tank.

Hicran Shakir gizi Rzazade was born on July 18, 1990, in Govushuq village, Lachin city. From 2008 to 2012, she studied at the Faculty of Chemistry of Baku State University, earning a bachelors degree. Between 2014 and 2018, she completed her masters degree in "Tourism Management" at Akdeniz University in the Republic of Turkey. Her thesis topic was: “An Analysis of Excellence in the Context of EFQM Excellence Model Criteria at Azerbaijan Tourism and Management University.” In 2020, she was admitted to the Ph.D. program in "Tourism Management" at Süleyman Demirel University, where she is currently continuing her studies. She currently works as a full-time lecturer at the Department of Tourism and Sectoral Economics of Western Caspian University.

Hikmat Hasanov is a specialist with over 5 years of experience in business development, strategic partnerships, communication, and fundraising. He stands out for his successful work in implementing strategic initiatives and managing stakeholder relations. With strong leadership skills, he has contributed to growth and innovation by effectively managing dynamic teams. From 2015 to 2019, he earned his Bachelors degree in Tourism and Hospitality from IMC University of Applied Sciences Krems in Austria. Between 2019 and 2021, he completed his Masters degree in Tourism Management at Budapest Business School in Hungary. He is currently pursuing a PhD in Organizational Management at Azerbaijan Tourism and Management University. He has previously worked in various expert and leadership roles in local and international organizations focused on business development and fundraising. His academic and professional interests include educational diplomacy, international relations, digital skills development, and the role of emotional intelligence in academic environments. He is currently a lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

Huseynova Kamala Huseynagha gizi was born on January 24, 1978 in Baku. In 1985-1995, she received secondary education at school No. 60. In 1995-1999, she received a bachelors degree from the Faculty of International Economic Relations of the Azerbaijan State Oil Academy. In 2000-2002, she continued her masters degree there (the title of the scientific work: "Tax"). Since 2011, she has been a doctoral student at the Department of Globalization in the World Economic Direction of the Azerbaijan National Academy of Sciences. In 1999-2007, she worked as an accountant, specialist, personnel specialist, and head of examination organization at the State Commission for Student Admission. In 2008-2009, she worked as a specialist at the State Oil Company of Azerbaijan. In 2009-2020, she worked as a teacher at the Azerbaijan State Oil and Industry University. He currently works as a lecturer at the School of Business and Management of Western Caspian University.

Miryusif Cavadzadə Fərman oğlu 12 Oktyabr 1993-cü il Cəlilabad rayon, Göytəpə şəhərində anadan olmuşdur. 2000-2011-ci illər Vüqar Mürsəlov adına 1 nömrəli tam məktəbdə orta təhsil almışdır. 2011-2015-ci illər Azərbaycan Universitetinin Dünya İqtisadiyyatı ixtisasında bakalavr təhsili almışdır. 2020-2022-ci illər isə İstanbul Universitetində magistratutura təhsilini Biznesin idarəedilməsi üzrə davam etdirmişdir (Elmi işin adı: “Örgütsel sessizlik ve Tükenmişlik sendrömü ilişkisi”). 2022-ci il isə ikinci magistratura təhsilində tam təqaüdlə Türkiyənin İstinye Universitetində Biznesin idarə edilməsi ixtisasına qəbul edilmiş və tezis yazmağa başlamışdır. 10 ölkədə 100 üzəri beynəlxalq tədbir və konfransda iştirak etmişdir Miryusif Cavadzadə. Dərs dediyi sahələrdə 8 il biznes sahəsində iş təcrübəsi var və 6 ildir ki, öz şirkətində direktror olaraq çalışır.  Hal-hazırda Qərbi Kaspi Universitetinin İqtisadiyyat və Biznes məktəbinin müəllimi vəzifəsində çalışır.

Murad Rizvanqaya Rizvan oglu was born on January 25, 1993, in Baku. From 1999 to 2010, he studied at Secondary School No. 245 in Baku. Between 2010 and 2015, he pursued a Bachelors degree in “Tourism Management” at Akdeniz University in the Republic of Turkey. From 2016 to 2018, he obtained his Masters degree in “Tourism Management” at Süleyman Demirel University in Turkey (Thesis title: “Evaluation of Azerbaijan as a Dark Tourism Destination”). In 2019, he was admitted to the PhD program in “Tourism Management” at Anadolu University and continues his studies. He is the author of more than 15 articles and 1 book. Currently, he works as a lecturer at the Department of Tourism and Sectoral Economics, Western Caspian University.

Murad Taghizade was born on June 19, 1991, in Lankaran, Azerbaijan. He graduated with distinction from the Academy of Public Administration in 2012, earning a bachelors degree in Administrative Management. During his studies, he was awarded a Presidential Scholarship in recognition of his academic excellence. In 2018, he completed a masters degree in Management Information Systems at Baku Engineering University. He held teaching positions at Lankaran State University (2020–2021) and Azerbaijan University (2022–2023). Since September 15, 2024, he has been serving as a lecturer in the Department of Marketing and Management at Western Caspian University. He is also currently employed as Chief Accountant at a private company.

Bagirova Nigar Sadiq gizi was born on June 5, 1984 in Guba. She studied at secondary school No. 3 in 1990-2001. In 2001, she entered the Azerbaijan State University of Economics, gaining 602 points. In 2001-2005, she received a bachelors degree in the Faculty of Administrative Management. In 2006-2008, she continued her masters degree in English at the Western Caspian University. She is currently a doctoral student at the Western Caspian University and works as a teacher at the university. Nizami Arshad oglu Huseynov was born on January 1, 1991, in the Lachin district. From 2009 to 2013, he completed his bachelors degree at the Faculty of Tourism and Hospitality of the Azerbaijan University of Tourism and Management. From 2015 to 2017, he continued his studies at the same university, earning a masters degree in the specialty "Travel Agency and Tour Operator." His thesis was titled: “Features of Inbound Tourism Organization in Azerbaijan.” Since 2022, he has been working as a full-time lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

Senior Lecturer Nusrat Salman oglu Babayev was born on July 1, 1960, in the village of Mamirli, Tartar district. In 1976, he was admitted to the Azerbaijan Technical University (formerly the Azerbaijan Polytechnic Institute named after Ch. Yildirim). He graduated in 1982 with a degree in Engineering and System Technology. He is the author of 23 scientific articles. Since 2021, he has been working as a part-time lecturer at the Department of Tourism and Sectoral Economics at Western Caspian University.

He was born on April 4, 1987, in the village of Bashlibel, Kelbajar district. In 1993, he settled with his family in the village of Qoshakend, Ismayilli district. In 2004, he graduated from Qoshakend village secondary school and was admitted to the Faculty of Applied Mathematics and Cybernetics at Baku State University. He earned his bachelors degree in 2008 and his masters degree in 2011 at Baku State University. At the same time, he also graduated from the Faculty of Electrical Power Engineering at the Azerbaijan State Oil and Industry University. Since 2009, he has worked at "Azerenergy" JSC, at the "Azerbaijan Scientific-Research and Project-Search Energy Institute" LLC, holding positions such as leading engineer, deputy head of department, head of department, and senior specialist, and continues his professional activity there. Alongside his professional work, Sakhavat Mirzayev has been involved in scientific research and teaching. Since 2015, he has worked as a lecturer and senior lecturer at various universities in Azerbaijan. Currently, he works as a lecturer in the Department of Marketing and Management at Western Caspian University. He has presented at many international and local conferences, is currently pursuing doctoral studies, and is the author of 3 theses and 8 scientific articles.

Heydarov Vusal Sadreddin oglu was born on March 26, 1987, in Baku, Azerbaijan. In 2004, he graduated from Zengi Lyceum and the same year was admitted to the Faculty of Economics and Management at Qafqaz University, majoring in “Banking” in the part-time study format. Upon completing his bachelor’s degree in 2011, he pursued graduate studies and obtained his MBA in 2016 from Azerbaijan University in the specialty of “Accounting and Auditing” (instruction in English). In 2019, he was admitted to the doctoral program at Azerbaijan State University of Oil and Industry, specializing in “Organization and Management of Enterprises” (specialty code 5311.01). Between 2007 and 2021, he worked at “Xalq Bank” OJSC as a Senior Specialist in Physical Security. Since 2021, he has held teaching positions at Azerbaijan University and Baku Eurasian University. Currently, he serves as a Senior Lecturer at Baku Eurasian University and also teaches at the SABAH Center of Azerbaijan State University of Economics and Western Caspian University, where instruction is delivered in English. He is currently continuing his doctoral studies. He has authored 8 theses and published 7 scientific papers in national journals and 2 in internationally indexed and abstracted academic journals.
